972 MBBS Students Went to Study Abroad Without Eligibility Certificate: Report

The National Medical Commission (NMC) has recently brought to light a concerning issue where 972 aspiring MBBS students went abroad for their studies without obtaining the requisite standard eligibility certificate. In response to this, the NMC has taken a proactive approach by providing a 10-day window for these students to rectify the situation. Within this period, the affected candidates are required to submit their applications for obtaining the eligibility certificate. Failure to fulfill this requirement within the stipulated timeframe may result in the rejection of their applications.

To ensure transparency and accountability, the NMC has released a detailed list containing the names, father’s names, and application numbers of candidates with pending applications. The commission has emphasised the urgency of complying with the eligibility certification process, stating that those mentioned in Annexure-I must submit their applications via the eligibility portal of NMC.

The official notice issued by the NMC reads, “It is observed that applicants whose name is mentioned in Annexure-I have proceeded abroad without obtaining an Eligibility Certificate. Therefore, it has been decided by the Board to give 10 days time to all such applicants (Annexure-I) to submit their applications in the eligibility portal of NMC. In case, the applicants whose name is mentioned in Annexure-I do not fulfill the deficiency or do not submit the applications within 10 days from the date of publication of this notice the applications will be summarily rejected.”

Furthermore, the NMC has reiterated the legal framework underpinning this requirement. Citing the guidelines of the Indian Medical Council Act 1956, it states, “A person who is a citizen of India shall not, after such date as may be specified by the Central Government under sub-section (3), be eligible to get admission to obtain medical qualification granted by any medical institution in any foreign country without obtaining an eligibility certificate issued to him by the Council and in case any such person obtains such qualification without obtaining such eligibility certificate, he shall not be eligible to appear in the screening test.”

This stringent measure has been in effect since the announcement of the National Eligibility Entrance Test (NEET) UG 2019 results, making it mandatory for both Indian and Overseas Citizen of India (OCI) students to qualify in NEET exams for admission to MBBS programs in foreign institutions. The commission has underscored the gravity of adhering to these regulations, emphasising the importance of obtaining the eligibility certificate before starting medical studies abroad.
