HYDERABAD: The cabinet on Saturday declared 456 mandals in 15 districts in the state as drought-affected. These mandals are in Anantapur (63), Nalgonda (52), Medak (43), Mahbubnagar (41), Prakasam (38), Khammam (31), Kurnool (29), Rangareddy (26), YSR Kadapa (26), Chittoor (13), Guntur (11), Karimnagar (50), Krishna (13), Srikakulam (10) and Visakhapatnam (8) districts.The collectors of these 15 districts had recommended that 599 mandals be declared drought-hit. The cabinet will take a decision on the remaining mandals after the harvest season, said minister for information and public relations D K Aruna after the cabinet meeting.In another decision, the Cabinet approved a proposal to allot 1,000 acres— at the rate of Rs 1 lakh per acre— in Kothapadu village in Kurnool district to Prism Cements Limited to set up a plant.Another 200 acres of land has been allotted to Nelcast Energy Corporation Ltd to set up a super-critical thermal power plants in TP Guduru in Nellore district and Iduru in Anantapur.The state government also allotted 35 acres to Continental Multi-Modal Terminal to set up cold storage facilities at Kothur, Thimmapur in Mahbubnagar disrtict. Another 47 acres was earmarked for the CRPF to establish a firing range in Fathellaguda, Marikuntapally, Kalakiri mandal in Chittoor district, five acres in Panduru village in East Godavari district for establishing an NCC training centre.Another four acres and 25 guntas will be given to the National Investigation Agency in Khanamet in Serilingampally in Rangrareddy district for its hostel.In a major decision, the state government earmarked Rs 3,500 crore for the second round of the Rachabanda programme which is scheduled to be held across the state between November 2 and 30. As many as 1,251 mandals and municipalities will be covered.The Cabinet also decided to observe November as Welfare Month as part of which about 24 lakh coupons will be issued to white ration card holders at a cost of Rs 210 crore.Pensions will be disbursed to five lakh persons covering old age, widow and handicapped persons (Rs 140 crore), and distribution of housing sanction orders will benefit six lakh beneficiaries (Rs 3,150 crore). About 2,000 houses per consttuency would be given sanction orders. The cabinet also decided to ensure drinking water facilities in 6,958 (6,803 under NRDWP) and 155 under SSA) rural schools during Rachabanda II.Construction of school toilets under Sarva Siksha Abhiyan in which 28,736 toilet blocks will be grounded, construction of 2,846 toilets in anganwadi centres located in government buildings will be taken up under the programme.With the spread of dengue and viral fevers in the state, the cabinet asked the health department to take up control measures on a war footing.
