BANGALORE: The Bruhat Bengaluru Mahanagara Palike (BBMP) has declared a 'state of emergency' to desilt the drains of the city, before the onset of the monsoon.
However, in its attempts to remove the 'muck', the Palike seems to be 'toothless' to evict a whole lane of homes constructed on a drain at Cambridge Layout which has been there for years.On January 22, 2010, The New Indian Express had reported that some 'innovative' city dwellers had built a row of houses by encroaching upon an entire drain and were living there for many years. But the assurances given by the then Chief Engineer (East) Jayachandra were on the same lines as made to the city earlier - empty and ineffective. The Palike had not taken a look at it for till then.

As heavy rains and water flow in the drain below these houses, the people here, even now, sit comfortably inside as if nothing is happening. Added to this, the drain flow size has been considerably reduced due to the presence of pillars of these 'illegal' buildings.

Jayachandra had then stated, "We are reviewing land encroached by various individuals and small constructions on drains, schools grounds, government properties and several other encroachments. The demolitions of such unauthorized structures would begin as soon as the review was complete."

When contacted, Munikrishna, Chief Engineer (Storm Water Drains) said, "We are still in the process of clearing Storm Water Drains (SWDs) and we will take action against any such encroachers as and when we come across them,"
