CHENNAI: The maiden address of Governor K Rosaiah on Monday was laced with policy outlines on many major sectors, which would ensure the growth of the State in the coming years, thus indicating that the budget for 2012-13 would be heavily loaded with development programmes.The areas that would witness major thrust in the budget for forthcoming financial year include infrastructure development, public-private partnership (PPP), comprehensive programme for containing urban poverty, integration of all skill development programmes and attracting more investments in the hardware sector.Delivering his address to the State Assembly, the Governor said a Vision 2025 document would be released shortly. A Bill will be introduced during the ensuing budget session for the formation of the Tamil Nadu Infrastructure Development Board, which would serve as an institutional framework for conceptualisation, prioritisation, sanction and speedy implementation of vital infrastructure projects.He further said that a separate Infrastructure Development Fund would be constituted to give a fillip to the implementation of the projects. In this direction, the government would also come out with a new PPP Policy to synergise the resources of the government and the private sector in project implementation.Stating that the State’s efforts to mitigate rural poverty through dovetailing of schemes like the National Rural Livelihood Mission and Pudhu Vazhvu project with State sector schemes would continue, the Governor said a comprehensive programme would be launched to deal with the high incidence of urban poverty, that did not get adequate attention in the past.Pointing out that the issue of poverty was intricately linked to unemployment, the Governor said the government had already spelt out a two-pronged strategy of imparting skills to make youth employable, while simultaneously focusing on entrepreneurship development.“To ensure the effectiveness of the Skill Development Mission, this government will integrate various skill building programmes and bring in a centralised system of selecting and monitoring skill upgradation courses and institutions besides tracking the trainees till they get employed,” Rosaiah said.The Tamil Nadu State Skill Development Mission Society under the guidance of the State Skill Development Mission would be the nodal agency for this purpose.  This would ensure a common standard framework of programmes and fee structures, which the beneficiary departments can utilise without any overlapping or wastage of resources.Stating that the government was formulating a new industrial policy to promote growth, Rosaiah said an expert panel, with representatives from the industry, would be constituted to evaluate the potential and advise the government on the way forward to attract investments in hardware sector.
