New Delhi: In the Approach Paper, the Planning Commission pitched for setting up independent, fair and accountable institutions like Lokpal and Lokayuktas to deal with the menace. "It is important that these new (Lokpal and Lokayuktas) institutions should function independently, fairly and be accountable themselves," it said.
The Paper said that institutions like the Lokpal and Lokayuktas should be empowered to investigate complaints of corruption and file cases against those against whom where there is a prima facie case. "Such institutions could be supported by special courts who must take quick decisions on cases of corruption, so that effective and quick punishment is meted out quickly and acts as deterrent," it said.
"As far as procurement processes are concerned, an Expert Committee on the subject has recommended enactment of a Public Procurement Act. This is line with international practice in many countries and should be implemented," it said.
The Commission made a case for introducing a framework law governing the functions of independent regulators in different sectors other than the financial sector.
