THIRUVANANTHAPURAM: The recent Government Order (GO) modifying the qualifications for the post of last grade servants of various departments, lower division clerks, lower division typists grade II in the Government Secretariat and PSC, and for the post of Secretariat Assistants has not gone down well with the employees and job aspirants.
While service organisations in the Government Secretariat express reservations about the modifications, top officials in the government point out some major lapses in the GO citing that in the event of hasty implementation of the order it will lead to denial of natural justice to many job aspirants as well as the employees. The top government officials, who do not want to be named, said that the GO (Ms No.21 /2011/P and ARD) dated July 1 modifying the qualifications of eight categories of employees should have been issued after proper assessment of its impact.

For instance, they point out that in case of effecting the order on the modification of qualification of Assistants in the Government Secretariat/Kerala Public Service Commission/Local Fund Audit Department etc. hundreds of graduates waiting to appear for the examination for the post will be denied the chance as they may not be having the stipulated Diploma in Computer Application obtained after a course of study with not less than six months or equivalent recognised by the government.

It has also been pointed out that if the qualification for LD clerks in various departments is fixed as a pass in PlusII or equivalent only, the candidates who have pursued ITI and Polytechnic streams would be denied the chance to appear for the exam.

"Attaining higher education cannot be considered a disqualification. If the government sticks to this GO, it would be denying a chance to thousands of graduates who want to get employed in Government service," they say. Ershad, president of the Kerala Secretariat Association told Express that the government should not treat higher education as a disqualification in a state like Kerala.

"They should not be denied the benefit of by transfer appointments," he said.

It may be noted that PSC's repeated requests to appoint more employees for handling the large number of applications of jobseekers, the government had neither filled the vacancies nor sanctioned any new posts.
