The report has been sent to the Centre on Sunday itself, a senior official said.
In the report, the Governor has cited the sequence of events beginning August 27, when three persons were killed in Kawal town of Muzaffarnagar over an incident of eve-teasing.
Sources said Joshi has also stated other details regarding administrative lapses as well as the situation prevailing in the town presently. Curfew has been imposed in riot-hit areas of Muzaffarnagar in the wake of the violence.
