BANGALORE: : Academicians at Bangalore University (BU) and members of the Syndicate have raised concerns over the appointment of Public Relations Officer (PRO), as it allegedly does not adhere to Varsity rules.According to a notification by the University, S B Yapalapa Ravi has been designated as the new PRO of BU. Insiders, however, are questioning the legality of this appointment.As per the notification, a copy of which is with Express, the requirement to appoint an eligible candidate for the post of PRO was discussed in the Syndicate meeting held in March 2009. However, according to the well-placed sources, the post of PRO was not created. “Creating a post is not an easy process First, a vacancy has to be indicated, which then has to be approved by the members of the Senate and Academic Council in their meetings.Further, the Syndicate has to approve the post. Finally, the post will be sanctioned by the Government. This procedure has not been followed before the appointment of the new PRO,” said Prof K V Acharya, a Syndicate member.Yapalapa Ravi has been relieved of his charge as an English lecturer from K V S R Pre-University College, Gadag. According to the notification, he expressed interest to serve as the PRO in a letter dated August 12, this year. Further, conditions have been set by the Primary and Secondary Department for the appointment. “How are they related to BU? The Higher Education ministry should have looked into this appointment,” said a Bangalore University official The only time BU had a PRO was when Tara Iyengar’s post of receptionist was upgraded to PRO “In my case, my post was upgraded to PRO The post was not created,” said Tara, who retired in 1996. During Dr M S Thimappa’s term too, BU did not have a PRO “Statutes, Cadre and Recruitment (C & R) rules and definitions to the post have to be framed There has to be an official advertisement and qualifications of eligible candidates have to be specified,” said a senior academician Insisting that the post was created over a year ago, Vice-Chancellor Dr N Prabhu Dev told Express that Yapalapa Ravi’s post is only on deputation. “He has been deputed as PRO The post was created over a year ago in the Syndicate meeting,” he said
