Bhopal: Graft-tainted Madhya Pradesh Professional Examination Board aka Vyapam is facing a severe workforce crunch with two-thirds of posts vacant since the massive admission and recruitment scam came to light in 2013.
Out of the 18 administrative sanctioned posts, only five officers have been employed -- one Additional Controller, one Finance Controller and three Joint Controllers.
This has put a severe workload on current employees, especially when anyone goes on leave or falls sick, an officer said on condition of anonymity.
Last year, an employee mistakenly botched up the forest guard recruitment results, letting lakhs of candidate clear the written test due to a manual error. He was suspended; and officers later learnt that he was the only one available for preparing results.
An officer who was associated with the Vyapam previously, on condition of anonymity, claimed that in the past, officers made a beeline fpr Vyapam postings due to hefty earnings they got through unfair means. But now, he said, it’s only excessive workload and fear of controversies at Vyapam, which drives government servants away from the tainted organization.
“Officers, both old and young, loathe being posted at Vyapam,” an officer at Mantralaya said.
To add to woes, the exam-body has to undertake confidential tasks including setting of question papers and preparation of results. However officers say they monitor their work and keep log details of their work to maintain confidentiality.
The proposal of formulating regulations too has been gathering dust at Mantralaya for four months and the organisation is unable to make recruitments.
“The staff crunch makes functioning very tough for us, especially producing results for various exams which gets inordinately delayed,” outgoing director PEB Bhaskar Lakshkar told News18.
To make functioning more transparent and error proof, tenders have been floated to hire any reputed third party audit firm, Lakshkar said.
Lakhskar, who has been deputed as Morena Collector called his stint Vyapam as challenging but enjoyable one.
“We have gone online, we have e-functioning, we keep log details of each and everything and have a cyber security expert,” he
said talking about data safety measures and pitched for Syslog server for keeping record of log details.
Court cases against MPPEB, from 198 in 2014, have dwindled to 16 in 2017, which has vindicated that the organization and slowly restored faith among masses, the officer said.
The admission and recruitment scam surfaced in Vyapam in 2013 and the anomalies are still being probed by CBI. Several hundred crores of rupees changed hands as several recruitment tests were fixed.
Senior Vyapam officers in connivance with technical staff not only leaked question papers but also forged answer sheets in return for money. Former exam controller Pankaj Trivedi, Nitin Mohindra, CK Mishra and Ajay Kumar Sen along with several others were removed and jailed.
