BANGALORE:  In a historic decision, the state Cabinet has decided to extend the reservation for women contesting polls of urban local bodies, including city municipalities and corporations, from the present 33.3 per cent to 50 per cent.Minister for Law and Parliamentary Affairs Suresh Kumar addressed the media here on Monday that the decision was taken at a Cabinet meeting presided over by Chief Minister D V Sadananda Gowda.“Already women in Karnataka are provided 50 per cent reservation in panchayat elections,” he said. The minister added that the state government will amend the Karnataka Muncipalities Act, 1964, and the Karnataka Muncipal Corporations Act, 1976, in the next Legislature session.Among other decisions, the Cabinet has decided to create the Urban Property Ownership Record (UPOR) register in 50 wards of Bruhat Bangalore Mahanagara Palike (BBMP), a scheme already in vogue in Mangalore, Hubli-Dharwad, Shimoga and Mysore.He said that the UPOR would be taken up in private-public partnership in the first phase, and that the Cabinet has approved grant of `4.74 crore for it; the project will cost about `9.48 crore and will be implemented in two zones of BBMP.The minister evinced interest at setting up a film city with other facilities near Hesaraghatta on the outskirts of Bangalore. “The facility — which has been languishing since 1970 — will be developed under PPP model and will be discussed during the Global Investors Meet to be held in June,” he said. The Cabinet has made a one-time offer to those who were allotted houses under various categories; however ownership transfer has yet to be implemented owing to outstanding arrears of over `1,500 crore. The interest will be waived to those paying the principal and title deeds will be issued in their names, the minister said.The Cabinet has also decided to replace the Karnataka Lift Act, 1974, with the Lifts, Excavators and Passenger Convey Act, 2012. The new legislation intends to regulate the installation and maintenance of lifts and escalators after the Carlton Towers fire accident in February 2010.
