Don't expect this to kill your Sim. Unless your Sim's motives drop too low while they're frozen, they're not going to die of a low temperature. Even if their motives drop too low and they die, their death will be treated as death by starvation rather than a unique death.
Wait until winter. A Sim's temperature can be lowered during any season, but it's much easier to drop their temperature during the winter, especially if there's snow outside. Consider trying this in Riverblossom Hills - the seasonal calendar is set so that winter occurs twice.
Send your Sim outside. To prevent them from autonomously reentering the house, lock or delete the exterior doors, or turn off Free Will. Your Sim will likely automatically change into their outerwear; this will extend the time they can go without getting cold (though they can still freeze in their outerwear). If you want to speed up the process, have them change out of their outerwear when they're outside.
Keep your Sim busy. Sims will usually autonomously attempt to go inside to warm up. In order to keep them from doing so, direct them to perform an action, such as ice skating, building a snowman, or doing some other outdoor activity (e.g. fishing).
Direct your Sim to do something that lowers their temperature. If you want to speed along the process of freezing your Sim, lowering their temperature is a good idea. Some actions that lower your Sim's temperature are: Drinking water, juice, or lemonade. Avoid having your Sim drink tomato juice, as this will warm them up. Having a water balloon fight or snowball fight. Don't use swimming pools or hot tubs, as these will actually raise your Sim's temperature.
Keep an eye on your Sim's temperature. When your Sim is at a comfortable temperature, the thermometer next to their portrait will be green. However, as their temperature drops, so does the thermometer; it'll give you an indication as to how close your Sim is to freezing. If your Sim is cold, their thermometer will be blue and slightly below the normal green range. They'll shiver a bit and will attempt to autonomously go inside to warm up. If your Sim is very cold, their thermometer will still be blue, but it will have dropped very low and will have a blue glow around it. Your Sim's skin will have a bluish-gray tint and they'll constantly shiver.
Wait for the Sim to fall over. Once your Sim's temperature has dropped low enough, they'll perform a shivering animation, try to take a step, freeze solid and then fall over where they're standing. You can direct another Sim to warm the Sim up, but they'll usually get back up on their own in a few minutes.
