The youth is reportedly from Unnao in Uttar Pradesh, and told security personnel that he thought he could get in without pass.
A 25-year-old man on Friday breached the security at Parliament to enter inside the premises. The man entered close to Prime Minister's arrival area.
The incident occurred between 7 am and 8 am.
