New Delhi: The Supreme Court will hear Devendar Pal Singh Bhullar's amended plea for mercy on Wednesday. The Khalistani militant was sentenced to death for masterminding the 1993 Delhi car bomb attack that killed 12 people.
His counsel has allowed to argue that the death penalty should only be handed out by a constitution bench and not if there is a split verdict. The apex court had earlier dismissed Bhullar's appeal and President Pratibha Patil had rejected his mercy plea earlier in March.
