CHENNAI: Vigilance is the need of the hour while we live in the period full of scandals and scams, said Gyan Chand Jain, Chief Commissioner of Income Tax, Chennai - I and Control Cadre Authority, here on Friday. Presenting his special address during the valediction ceremony of Vigilance Awareness Week at Council of Scientific and Industrial Research (CSIR) Chennai, the Chief Commissioner said that the people had started losing faith in the government. ‘It threatens the very fabric of democracy’, Jain observed.On the annual observance of Vigilance week, he said that it seeks to reaffirm the commitment and to rededicate ourselves to the cause of fighting corruption. “Corruption cannot significantly come down unless all stakeholders - government, ministries, departments and agencies, public sector undertakings and banks, the private sector and the civil society at large are involved in the process”, he pointed out.Considering the dire need to sensitise and motivate people, Jain said that the theme for this year was set as ‘generation of awareness and publicity against corruption’. Public-private participation is necessary for curtailing corruption, he said and added that without participation of people it will be difficult to eradicate corruption completely.In order to ensure faith in the government, stringent actions should be taken against the delinquents, Jain advocated. There should be an attitudinal change in the mindset of the people and they should be firm that they would not give bribe even if the actual course of action is disrupted. This would make those who take bribe to rationalise things and the chances for curtailing will be high, Jain said.“Systematic improvements need to be brought about to reduce administrative delays, simplify cumbersome rules and procedures, and promote transparency, fairness and equity in governance”.
