While filing its annual ARR & ERC petition, the KSEB had ignored KKNPP power since its commissioning was mired in uncertainty. But the Commission, in approving the petition with revisions, assumed that Unit I of KKNPP will be commissioned by August 2012 and Unit II by December 2012.The commission estimated that the KSEB would receive 665 million units (MU) Koodankulam power the current fiscal. ‘‘However, the schedule of the commissioning of the Koodankulam plant is yet to be finalised and the synchronisation of Unit I is yet to start.‘‘Nuclear power plants usually require three to four months for declaring the commercial operation from the date of synchronisation. Hence, there is very remote chance for the commissioning of the plant, especially the second unit, during this financial year,’’ the KSEB noted. For KSEB, the problem lies in that the Commission estimated KKNPP power to be available at Rs 3.19 per unit. But now, the KSEB will have to look at liquid power stations and power traders for meeting the KKNPP shortfall. And this power will not come cheap. According to current data on the Nuclear Power Corporation of India Ltd (NPCIL) website, KKNPP Unit I will be commissioned in August this year, but Unit II will start operations only by March 2013.
