Haryana Police on Saturday admitted there may have been "some lapses" on their part in controlling the Jat quota agitation which has now hit normal life in the state.
"I accept there may have been some lapses which could have been avoided. Forces may not have been deployed in the right manner. We will inquire that later," Haryana Police DGP Yash Pal Singhal told reporters.
Singhal said the police administration at Rohtak should have been more efficient.
Police have so far made five arrests and more than 129 cases have been registered. The violence has left one dead and 78 injured across the state.
The police chief also made an appeal to khaps in Haryana to avoid meetings so that it would be easier for security forces to control the situation.He also requested elders in the family not to allow young men to move towards cities to take part in the agitation.
He said it is "sad" that the agitation is "leaderless" as it makes it more difficult for the administration to communicate with them.
Singhal also said he would not rule out the involvement of "outsiders" in fomenting trouble in the state.
Efforts are being made to identify and take strict action against those involved in the violence, he said.
BJP MP Raj Kumar Saini's residence was allegedly attacked by protesters Friday night. Haryana Finance Minister Captain Abhimanyu's home was also attacked yesterday.
13 Army columns have been deployed to assist police in 9 districts.Over 3000 paramilitary personnel have also been rushed to Haryana to contain the protests while 23 companies of security forces will be deployed soon.
Shoot at sight orders have been issued in Rohtak, Jhajjhar and Bhiwani. Internet and SMS services have been suspended in six districts to prevent the spread of rumours.
Road and rail transport network has been badly affected by the protest. 150 trains have been cancelled. Roadways in major cities have been blocked disrupting traffic, with buses even set ablaze.
Many people are unable to cross the Delhi-Haryana border. Schools in Gurgaon, Sirsa and other areas have been closed till further notice.
