THIRUVANANTHAPURAM: The second session of the 13th Kerala Assembly will commence on Monday.The House will take up the Kerala Government Land Assignment (Amendment) Bill and the Kerala Local Authorities Loan (Amendment) Bill on the opening day.The 25-day session will primarily discuss the full budgetary demands for grants for the current fiscal. The session is expected to be tempestuous with the Opposition bristling over leptospirosis (rat fever) deaths, the hike in petrol price and the palmolein case.The Financial Appropriation Bill will be discussed on October 25. Statements on the demands for supplementary budgetary grants for the current budget and additional budgetary grants for 1993-1998 fiscals and 2002-2009 fiscals will be tabled on October 28. Discussion and voting on them is scheduled for November 2.The Financial Appropriation Bills on supplementary and additional grants will be considered on November 3.Speaker G Karthikeyan on Sunday said the questions to be raised in the Assembly would be posted on the Assembly website www.niyamasabha.org six days in advance. The replies would be posted the day they are provided in the House, he said.Plan to Stream Live House Proceedings The State Assembly is planning to webcast its proceedings live from the next session onwards, Speaker G Karthikeyan said. After the second session of the 13th Kerala Assembly ends, a massive exercise will be launched in this regard to modernise the electronics inside the House. “We have sanctioned works to the tune of `5.42 crore. The work will be completed within two months,” he said. The current equipment will be replaced with better cameras and audio facilities.
