Lucknow: Most government departments in Uttar Pradesh are in the grip of "mafia elements," a senior IAS officer has alleged in a report before the Allahabad High Court.
G B Patnaik, Principal Secretary of Programme Implementation, prepared the report on the directions of the Allahabad High court's Lucknow Bench.
That are "mafia elements in most government departments-PWD, medical, irrigation, mining, urban development, forests, excise, housing and education departments," says the report.
The court has asked the UP Advocate-General and Additional Solicitor-General of India to submit a report which explains what steps have been taken to check such elements in the state.

The one-man Patnaik commission was formed in December 2005 after a petition in the court alleged "mafia elements" in the state mining department were more powerful than the administration itself.
The Patnaik panel has suggested creation of a mafia control coordination committee to check these illegal elements in the state.
The committee suggested banning the use of a fleet of automobiles with private armed covers, allowing trials by fast-track courts, stopping prisons to become a safe heaven for these dangerous criminals, denial of police protection, and changing the mode of the tender process.
