CHENNAI: Finance Minister O Panneerselvam on Monday announced that an Integrated Financial Management System would soon be in place to monitor the receipts and expenditure through a new age Automated Treasury Management System.“This will take care of end-to-end computerisation of the State receipts, expenditures and budgeting process,” the Finance Minister told the Assembly.In an effort to have better operational control over tax receipts and expenditure in different departments, a treasury portal serving as a common payment gateway for remittance of all receipts would also be put in place.Moreover, an e-Governance policy would also be introduced soon. Building on the various levels of computerisation which had been achieved by several departments, the government had decided to select the departments having high-level citizen-government interface, for comprehensive computerisation with process re-engineering on a mission mode. The Minister said a National Population Register Programme would be implemented in 2012-13 and this bio-metric data base would be linked to various application software of utility departments like PDS and beneficiary-oriented schemes like the CM’s Comprehensive Health Insurance Scheme.
