CHENNAI: The Madras High Court has refused to interfere in the matter of construction of a modern slaughterhouse in Perambur.“It was not for this court to sit over the project, that too at the stage of completion,” Justice V Dhanapalan observed while disposing of a writ petition from the Perambur Meat Labourers’ Association, praying for a direction to the Chennai Corporation to protect and safeguard the livelihood of the members of the petitioner association before commencing the service of the slaughterhouse.The judge noted that as per the population ratio in Chennai, 43 modern slaughterhouses should have been constructed. The Corporation decided to set up a single modern slaughterhouse by converting the old one in Pulianthope area. This project had been brought out only for public welfare as well as to maintain hygienic condition. At the same time, the present labourers would also get employment opportunities, without their livelihood being affected. “In the given situation, it may be stated that though the petitioner has attempted to stall the commencement of the service of the project of Hind Agro Industries Limited, the contractor, the Corporation has been kind enough to protect and safeguard the interests of the association. Equally, Hind Agro has also consistently stated before this court that they have provided necessary arrangement for the members of the petitioner association in the modern slaughterhouse for their continuance of work as is done in the existing one. When such being the stand, I am of the considered opinion that except to record the said statement, it is not for this court to sit over the project that too at the stage of completion and grant the relief as prayed for by the petitioner, especially when the project is under the design, build, operate and transfer (DBOT) scheme, the judge said and disposed of the writ petition.
