HYDERABAD: A public interest litigation petition has been filed in the High Court seeking a stay on admissions to management quota seats for MBBS and BDS courses for academic year 2012-13.Petitioner VARK Prasad, president of Save Merit Society of the city, said the managements of private medical colleges were selling seats in the open market for huge considerations ranging between ` 30 lakh and ` 70 lakh for each seat without following the directions issued by the High Court or the guidelines prescribed by the government under GO 136 dated April 30, 2007. The NTR University of Health Sciences, the supervising authority, had neither initiated steps nor issued guidelines in accordance with the court’s decision, he said. The number of meritorious students securing more than 90 percent marks in biology, physics and chemistry have lost an opportunity to get admission to pursue MBBS course during 2011-12. In 2009 the state government further modified the percentage of intake of seats based on the representation from the AP Private Medical and Dental Colleges Managements Association and increased the ‘C’ category management seats from 30 percent to 40 percent and reduced the ‘B’ category seats from 20 percent to 10 percent. The government is following stringent online system to maintain transparency in the admission process only for category ‘A’ and ‘B’ seats, but neglecting and giving an opportunity to the managements of individual colleges to fill up 40 percent seats under ‘C’ category at their whims and fancies, he noted.The petitioner requested the High Court to direct the respondents (secretary in the department of medical and health, NTR University of Health Sciences and managements of various private medical colleges) to adopt prescribed procedure defined in GO 136 and that of directions of the division bench in filling seats (under C category) based on merit and in a transparent manner for 2012-13 academic year.
