A public interest petition was filed before the AP High Court seeking directions to the management of the Nizam’s Institute of Medical Sciences (NIMS) to implement ‘Rule of Reservation’ in all outsourcing appointments.
Petitioners J Tulasi Narayana, an unemployed youth belonging to backward class, and an SC labourer K Rama Rao submitted that the state government had issued guidelines and instructions to all the government departments and quasi governmental organisations to provide reservation and implement Presidential Order in all outsourcing appointments.
However, the NIMS’ director had issued a tender notification on Aug 17, 2012 for procuring 875 semi-skilled and unskilled workers through outsourcing, without stipulating the conditions for implementation of reservation. The petitioners requested the court for suspension of the tender notification for non-implementation of reservation affecting the rights of SC, ST and OBCs.
