If someone has sold off your land or you have lost your land papers, then there is no need to worry any more. The government has come up with a facility called ‘Nakal’ (copy) to solve such problems. This copy is also valid in the Supreme Court and can prove to be very important.
However, some workers in the registration office in Bihar are charging more than the government fee. Hence, people are being forced to bear additional expenses.
Sanjeet Kumar, who reached the registration office of Begusarai district to get the copy, shared that his uncle sold off his father’s land on the basis of verbal partition. To confirm this, he has come to get a copy (Nakal).
Despite the government fee being Rs 800, the officers told him that they can provide it for Rs 500, but it would incur an additional cost of Rs 1500.
This situation raises questions on the functioning of the registration office, where people are forced to pay more money to get the work done. The registration officer is also not carrying out any investigation into this matter. This has left people inconvenienced as they are not able to get any correct information.
Former chief of Manjhaul Registration Office Kamaldev Singh, who is still looking after the work of the chief registration officer there, shared that to get the copy, one has to buy a stamp costing Rs 100 and deposit a fee of Rs 700. One can apply for the copy (Nakal) by filling up the form.
If the copy is not received within 24 hours, then one can lodge a complaint with the senior officer. One can also contact the chief registration officer to know about the status of their application. This will enable them to track their requests.
Meanwhile, land survey is ongoing in Bihar. Assistant Settlement Officer Shashank Kumar said that the process of land survey is simple and farmers can easily get their land surveyed without much hassle.
Shashank Kumar, who has come to Darbhanga after completing the land survey work in Banka district, said that to conduct a land survey, farmers and ryots have to first fill a self-declaration form. It consists of two forms, one of which is associated with genealogy. Ryots have to fill in their account, khasra, and chauhaddi details in this form. With this, the self-declaration form has to be verified.
The survey form that is being filled out consists of three pages — two self-declaration forms and a genealogical form. This form has to be filled by the ryots themselves and the signatures of all the stakeholders are mandatory to ensure that there is no dispute.
