BHUBANESWAR: The State Government has decided to use space-based information system for micro-level planning and monitoring. This was discussed at a meeting presided over by Chief Secretary Bijay Kumar Patnaik here. The Orissa Remote Sensing Applications Centre (ORSAC) has created a space-based natural resource atlas of the State. At present, the ISRO is providing new techniques for acquiring high-resolution space-based data. The new technique, known as SIS-DP (Space Based Information Support for Decentralised Planning), is able to generate huge GIS data on land cover, settlements, soil, slope, water sources, road network, public utilities, communication network and healthcare. These data can be fruitfully used in grassroots level planning for local area development. It was decided that to begin with Watershed Development Mission will make use of the data for watershed planning. The Water Resources Department will also utilise it in planning mega irrigation projects, bore-well schemes and groundwater planning and utilisation besides deciding location of barrages and linking them with large tanks. The data will also be used in plantation programmes taking into consideration soil, water and moister features of different areas. The Chief Secretary has advised ISRO to develop 10,000 scale maps of tribal areas and inaccessible terrains in the State. In the first phase, the western and southern districts will be taken up for such mapping. ISRO has also been advised to undertake mineral resource reserve pattern study in the districts of Keonjhar, Mayurbhanj and Sundargarh. A committee will be constituted under the chairmanship of Chief Secretary to monitor the space-based information support activities. Among others, Water Resources Secretary Suresh Chandra Mohapatra and Chief Executive of ORSAC AK Mohapatra participated in the discussions while senior scientist from ISRO Dr YVN Krishnamurty made a presentation on the new techniques of SIS-DP.
