Delhi Finance Minister Atishi on Monday, March 4, presented the Budget 2024-25 in the state Assembly, with an outlay of Rs 76,000 crore. In her maiden Budget Speech, she proposed an allocation of Rs 16,396 crore for the education sector.
In the 10th budget of the Kejriwal government in Delhi, Atishi also announced the ‘Mukhyamantri Mahila Samman Yojana’ under which Rs 1,000 will be given monthly to all women aged above 18 from the fiscal year 2024-25.
“The Kejriwal government will give a monthly amount of Rs 1,000 to every woman aged 18 or above. Under the Mukyamnatri Mahila Samman Yojana, women will be given this benefit,” she said.
For the health sector, Atishi has proposed a budget of Rs 8,685 crore for the financial year 2024-25. A total of Rs 6,215 crore has been proposed for hospitals to maintain good facilities, Rs 212 crore for mohalla clinics, and Rs 658 crore for essential medicines in Delhi governments, among others.
Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government’s budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year.
For the financial year 2024-25, a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department.
Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal.
A budget of Rs 3,353 crore has been proposed for the power sector for the year 2024-25.
“In 2023, around 3.41 crore zero electricity bills were issued to consumers. This subsidy scheme will continue this year also,” Atishi said in Assembly.
A budget of Rs 7,195 crore has also been proposed for the Delhi Jal Board in the fiscal year
A budget of Rs 1,768 crore proposed for road and flyover projects and Rs 9,800 crores for schemes in the Housing and Urban Development sector in the financial year 2024-25.
Atishi proposed a budget outlay of Rs 5,702 crore for public transportation system.
The Delhi government will provide a total financial assistance of Rs 8,423 crore to the local body in the budget year 2024-25. Of this, Rs 3,153 crore will be for Education, Healthcare and Sanitation. Rs 2,955 crore will be given in the form of Basic Tax Assignment (BTA) and Rs 2,315 crore will be given as Stamp and Registration charges and one-time parking fee.
This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and Satyendar Jain, former health minister, for their roles in shaping the education and health models in the national capital.
“This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya,” she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field.
Progress In Past 9 Years
The Delhi government on Monday said that the national capital’s GSDP has increased from Rs 4.95 lakh crore in 2014-15 to Rs 11.8 crore in 2024-25, at current prices.
Delhi’s per-capital income has also jumped from Rs 2.47 lakh in 2014-15 to Rs 4.62 lakh at current prices.
The Delhi government’s annual Budget in 2014-15 had stood at Rs 30,940 crore, which has now increased to Rs 76,000 crore.
The education sector’s budget has also increase to Rs 16,396 crore for 2024-25, against Rs 6,554 crore in 2014-15.
