Using a simple point completely above a horizontal line, it is possible to construct a perpendicular line using a compass (not a protractor). This article will help you construct this perpendicular line using a compass.
Steps

Draw a copy of the situation onto another piece of paper. You'll need a line, as well as a point separated off from the line.

Locate the point you drew.

Use this point, to construct an arc that can intersect the line in at least two location.

Label the two points of intersection where the arc crosses the line with two different points.

Open the compass even further.

Use each of these two points to construct two other arcs that intersect at a point immediately below the line.

Place a point at their intersection formed.

Draw a line connecting the two non-intersecting points.
