THIRUVANANTHAPURAM: The draft land records to be validated by land owners are likely to be ready for publication by the first week of November, according to sources in the Kerala Land Information Mission (KLIM).The land records are being published ahead of converting them into modern technology-based survey (GPS mode of survey). The advantage of the GPS mode of survey is that the preparation of land records and measurement of land will be fool-proof and transparent, sources said.According to Maj.Gen(Rtd) Shamsher Singh, who is the chief consultant of KLIM, the Bhoomi Keralam project is likely to be completed in seven years. He said that as Kerala had sufficient trained manpower of surveyors, it need not outsource the work to other agencies. Kerala has large number of surveyors that could match the Survey of India in numbers, he said.He said when completed, the land survey and preparation of records would be matching Singapore standards. “We have conducted the pilot project at Melmuri village in Malappuram. It was for the first time that land records are being prepared using high resolution satellite images,’’ he said.He said so far there are only 700 complaints about ownership of land but it issignificant that there was no complaint about the accuracy of the survey conducted here.The new technology-based survey will help detect manipulation in records and encroachment, he said.Though it will be a mammoth task to convert the land records, prepared by oldmethod of chain survey, into GPS and ETS-based survey being carried out under a special purpose vehicle, the new method would make locating and measuring of the land easier.Shamsher Singh said that the cost of GPS survey per 100 land holdings would be around Rs 20,000 in Kerala.He said all states have started to convert the land records on the basis on this new technology. In the past seven to eight years, the technology used in land surveying was changing in the developed countries whereas in India we are yet to shift to the new technology, he said.
