HYDERABAD: As the Telangana movement seems set to gather steam once again, the State government on Friday cancelled all “deputations/appointments by transfer” made in violation of the Presidential Order on the Andhra Pradesh Public Employment (organisation of local cadre and regulation of direct recruitment order) with immediate effect.Though the government claimed the decision was a logical conclusion of the agreement hammered out in March this year with the Telangana joint action committee of employees, teachers and workers, its timing is being viewed as an attempt to keep the T staff in good humour. It’s a strategic step that Chief Minister Kiran Kumar Reddy has taken to minimise the participation of Telangana employees in a possible en core of the “non-cooperation movement,” political observers opine.Taking care not to let red tape come in the way of its orders, the government also directed all heads of departments to review deputations/appointments by transfer in their respective offices within a month.They were instructed to submit a compliance report to the ex-officio secretary of the General Administration Department by the end of July.The government also issued orders for the appointment of a commission under the Commission of Inquiry Act, 1952 to review grievances related to implementation of the Presidential Order and suggest corrective measures.The commission, to be headed by a retired judge of the High Court, will function for one year initially. Further orders on its terms of reference and appointing of the retired judge will be issued separately.In its directives, the government made it clear that deputations to localised posts are banned and in case of administrative requirement due to unavoidable circumstances, any deputation to a localised post should be made with a person from the same local cadre.Even in case of deputations to non-governmental organisations and non-local bodies, the lending department should ensure that only local candidates are sent on deputation to local areas (districts or zones).Further, all departments and offices, including the Secretariat and state-level offices, were instructed to strictly follow the Presidential Order in providing reservations during procurement of manpower made through outsourcing agencies. In these cases, the procurement of manpower through outsourcing agencies should be on the “fair-share principle.” The recruitment will be monitored by a committee headed by secretary (services) at the Secretariat and by the heads of departments concerned.
