CHENNAI: Senior IPS officer Pramod Kumar, who apprehended arrest on charges of receiving bribes to shield the directors of Paazee Forex Trading Company Private Limited in Tiruppur and kidnapping and sexually abusing one of the directors, was refused advance bail by the Madras HC on Friday.“Considering the personal liberty of Pramod Kumar and comparing the same with the sufferings and agony of thousands of depositors, who still languish in the hope of getting some portion of their money in the near future, this court is to necessarily lean in favour of the overwhelming public interest,’’ Justice MM Sundresh observed and dismissed the anticipatory bail application of  Kumar, who was the Inspector General of Police, West Zone, Coimbatore, when the alleged crimes took place.According to CBI, the prosecuting agency in the case, cases were registered against Kumar for offences under various sections of the IPC, TN Prohibition of Harassmentof Women (Amendment)  Act, and the Prevention of Corruption Act. He had allegedly received substantial sums running to several crores of rupees from the company to shield its directors, who had cheated about 52,000 depositors and swindled ` 650 crore. Kumar, who is now the IGP of Armed Police, did not co-operate with the CBI in the investigation. Prima facie materials disclosed that the whole episode took place at the behest and on the direction of Kumar for his own good, it added. The judge observed that the issue involved substantial public interest. When it was known that an accused was not co-operating with the investigating agency (IA) in a matter relating to an issue of substantial public interest, his custodial interrogation was required and he should not be granted any relief... Moreover, the investigation was at a crucial stage and his custodial interrogation would throw more light. Hence, he was not entitled for advance bail, the judge said.
