Panel to decide norm relaxation for promotions

The state government administered a shock to its employees on Monday by deciding not to relax rules for promotions, compassionate appointments and medical claims.

The government constituted a Standing Committee of Officers for examining all recommendations for exemption or relaxation of rules proposed by various departments.

The general administration department (GAD) issued orders on Monday constituting the Standing Committee.

The orders say that it was noticed by the government that a large number of proposals for exemption and relaxation of rules are arising from various departments but the government is of the opinion that relaxations and exemptions should be considered only in very rare and deserving circumstances and not as a matter of routine.

 So to ensure consistency and uniformity in decision making and relaxing rules, the committee has been constituted.

Chaya Ratan, special chief secretary, home is the chairperson of the standing committee with the special chief secretary, general administration department, principal secretary, finance, secretary, GAD, secretary, law (legal affairs) and deputy secretary, GAD as members.

To begin with, proposals pertaining to relaxation of minimum service and qualifications for promotions, relaxation of eligibility criteria for compassionate appointments, relaxations for medical claims and relaxation of rules in respect of inter-district or inter-zonal transfers would be referred to the committee.

The standing committee will meet on a fixed date every fortnight.
