The formulation of the much-needed parking policy for Kochi will get delayed further as the Corporation is yet to officially hand over the preparation of the detailed report to the agency identified for the task.
In July, the Corporation council decided to entrust CIVITAS Urban Solutions to conduct a detailed study on the specific demographic and mobility pattern of the city. Based on the report, a parking policy will be formed for the city.
But it is learnt that the Corporation is yet to officially hand over the task to CIVITAS. As a result the agency has not commenced the work, sources said. Once the work is officially handed over, the agency is supposed to complete the report preparation within three months.
The parking policy for cities is mooted as per the guidelines issued under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to address the issues related to urban traffic, urban planning and development. The policy should be formulated on the basis of the demographic specialties of the respective cities.
The guidelines also clearly state that the responsibility of the Corporation to plan for the policy and implement the proposals by coordinating with other stakeholders including the Public Works Department (PWD), Roads and Bridges Development Corporation and the National Highway Authority of India (NHAI).
Meanwhile, a top Corporation official said the task of conducting study on the demographic specialties of the city will be handed over to the agency soon. There is no delay in it and we will soon entrust them with the work,” he said.
The study will also help the civic body in identifying the apt parking solutions for the city like whether to resort to multistoreyed parking lots or not.
The formulation of the policy will also help prevent the conversion of parking areas to commercial and other uses by building owners.
