Hisar not a reflection of UPA performance: PM
One referendum can't be seen as a comment on the performance of my government or Congress party, the PM said.

New Delhi: Prime Minister Manmohan Singh, who is presently in South Africa, said on Tuesday that Hisar by-poll result should not be seen as a reflection of government performance.

Singh dismissed suggestions that the Congress party's defeat in the Lok Sabha bye election is a referendum or a reflection on his government's performance and the Congress party.

"One bye election in a particular part of the country cannot be considered a reflection on the performance of my government or Congress party," he told reporters.

He was replying to a question by a reporter who said some people were saying that the defeat in Hisar was a referendum against his government and party.

Opposition parties have called bye election rout of the Congress as a vote against the government in the context of various scams and even a referendum against the government on corruption.

Congress candidate Jai Prakash was a distant third in Hisar by-poll despite his party being in power in the state. Jai Prakash (58) is a former Union minister and three-time MP from Hisar. He had won the seat in 2004 Lok Sabha elections as Congress nominee.

Kuldeep Bishnoi of the Haryana Janhit Congress (Bhajan Lal) won the Hisar Lok Sabha by-elections defeating his nearest rival Ajay Singh Chautala of the Indian National Lok Dal by 6323 votes.

Kuldeep Bishnoi (42) got 3,55,941 votes, Ajay Chautala (50) was second with 3,49,618 while Jai Prakash could manage only 1,49,785 votes.
