This comes a day after the Election Commission banned Singh from holding any public rallies or meetings and gave him time till April 24 to file a reply.
The EC had banned him from holding public meetings, public processions, rallies and road shows in Bihar and Jharkhand.
Two FIRs for making an inflammatory speech ware registered against Singh in Patna and Deogarh. "The FIRs filed in the matter shall be investigated quickly and brought to a logical conclusion," the Commission told the two state governments.

Taking note of the "highly inflammatory" speeches of Singh and statements made by him before the media on April 18 at Bokaro and Deoghar in Jharkhand, the Commission also expressed "serious concern".
"The Commission has particularly noted that part of his public utterance that voters who do not vote for Modi shall have to find their place in Pakistan, is totally violative of the principles of the Indian Constitution...," the communication said.
Last week, Singh had stirred up a controversy saying that those opposing Modi would have to go to Pakistan after the Lok Sabha elections. "Those opposing Narendra Modi are looking at Pakistan, and such people will have a place in Pakistan and not in India," Singh told a poll meeting at Mohanpur Haat Maidan near the temple town Deogarh on Friday.
Singh is a former Bihar minister and a candidate in Lok Sabha elections in Bihar.
