HYDERABAD: Chief minister N Kiran Kumar Reddy directed all departments to migrate to the recently completed shared IT Infrastructure i.e, the state data centre and the state wide area network that provides bandwidth and connectivity in all mandals. The IT infrastructure has been created at a cost of Rs165 crore and will enable video conferencing upto mandal level.Reviewing the activities of Information Technology and Communication department here on Wednesday, Kiran Kumar emphasised the use of e-governance to enable good, citizen-centric governance and to ensure that services are delivered to people in a user-friendly manner. Kiran Kumar directed the departments to bring their citizen services under e-seva. To facilitate delivery of legally valid certificates electronically, AP Information Technology (Electronic Delivery of Services) rules-2011 would be issued which would enable departments to issue digitally signed certificates to citizens. This will do away with the need for people to go to government offices to get various certificates. Kiran Kumar directed that services of revenue, registration and municipal departments should be brought under this scheme. The scheme would be taken up in Khammam, Krishna and Chittoor districts initially and for revenue services and birth/death certificates in GHMC limits. Chief minister also directed the IT&C department to create an Aadhaar-enabled state resident data hub in the state data centre. It was also decided to introduce multi-purpose ‘Smart Seva Cards’ for effective implementation of all welfare programmes in the three pilot districts.He also directed the revival of the ‘Bhu Bharati’ initiative for providing land records and title certificates in a user-friendly manner to Farmers. He directed the IT&C to increase the e-seva transactions from the 50 lakh per month to 1 crore per month by the end of the year.
